Director of Technical & Economic Department

Job Description

  1. Propose to the Board of Management and the Project Management Division Director on the organization and management structure of the Technical & Economic Department. Direct and oversee all operations of the department in accordance with assigned functions and responsibilities.

  2. Develop work plans for the Technical & Economic Department and supervise implementation. Manage and direct the work of department staff.

  3. Design Management: Manage and direct activities related to planning preparation/adjustments, design/design adjustments, from investment preparation stage until project completion and handover for operation.

  4. Technical Management:

  • Manage design quality; assess the accuracy and suitability of design works.

  • Provide consultancy and evaluations of project designs for the company’s Board of Management.

  • Control quality of design dossiers; appraise quantities in design cost estimates.

  1. Cost & Tender Management: Manage and direct cost management and contractor selection from investment preparation stage until contract signing and handover to the Project Management Division for execution.

  • Lead preparation and review of documents related to bidding/tendering, contractor selection, contract proposals, advance payments, acceptance, settlement, and final payments prior to submission for approval by the Board of Management.

  • Manage progress, prepare payment schedules, and report contract implementation status with design consultants and construction contractors.

  1. Draft regulations, processes, and procedures related to design management, cost management, and tendering; evaluate the effectiveness of these processes and regulations. Perform reports and other tasks as required by the Board of Management and the Project Management Division Director.

Level:

  • Bachelor’s degree or higher in Construction, Architecture, Engineering, or related fields (Master’s preferred).

  • Project Management Practice Certificate (Grade II or above).

  • Cost Estimation Practice Certificate (Grade II or above).

  • Bidding Practice Certificate.

  • Occupational Safety Certificate.

  • Middle Management Certificate (preferred).

 

Skills and knowledge:

  • Good English communication skills.

  • Minimum 10 years of experience in technical management, design management, and tender management.

  • Experience working for construction investors/developers.

 

Other requirements and qualities:

  • Solid understanding of technical design principles and processes in construction, from planning to execution and project handover.

  • Extensive knowledge of technical standards, construction codes, and procedures for design adjustments throughout project implementation.

  • Strong knowledge of cost management methods and tools in construction projects, from cost estimation and total investment management to cost control.

  • Familiarity with internal audit processes and working with authorities/auditing agencies for inspection, verification, and settlement of project documents.

  • Understanding of the capabilities of domestic and international contractors.
