Chief Accountant

Job Description

Accounting Control and Management:

  • Establish control methods for standalone financial statements prepared by chief accountants to ensure minimization of errors and no material misstatements; accordingly, prepare consolidated financial statements at the Group level periodically as required by the Board of Management, ensuring accuracy, completeness, and timeliness in compliance with current laws.

Financial Analysis and Reporting:

  • Develop templates for management financial reports, budget planning, and cost control (monthly/quarterly/annually and by department) to ensure safe financial status, within controlled plans, with no risks in capital structure or liquidity.

  • Analyze financial status relating to the efficiency of investment capital flows and propose appropriate recommendations to improve the company’s business performance.

  • Prepare financial and management reports for the Board of Directors (BOD) and Board of Management (BOM) as required.

  • Prepare consolidated financial statements quarterly and annually.

Capital Arrangement:

  • Establish fundraising methods (bond issuance, IPO, loans, etc.), summarize key regulations, requirements, and conditions of each method, and analyze pros/cons suitable to OSI’s conditions.

  • Coordinate with the Planning & Investment Department to implement fundraising according to methods approved by BOM/BOD and appropriate timelines.

Policy Updates:

  • Update changes in policies related to finance and consolidated financial statements, including preparing a summary comparing VAS and IFRS in relation to OSI’s business activities.

  • Present relevant updates in monthly meetings or thematic discussions with the Board of Management.

Accounting and Auditing:

  • Perform accounting, reporting, and record-keeping.

  • Manage details of revenue, expenses, COGS, and payments.

  • Manage assets.

  • Prepare cash-in/cash-out reports.

  • Coordinate in conducting statutory financial audits every 6 months and project-specific construction audits.

Management Duties:

  • Organize accounting work across the entire system.

  • Manage Finance – Accounting operations.

  • Handle internal and external affairs within the scope of the role.

  • Manage tax obligations and compliance with the State Budget; establish and maintain relationships with tax authorities and related parties.

  • Perform other duties as assigned by the Board of Management.

Level:

  • Graduated with a major in Accounting from universities such as National Economics University, Foreign Trade University, Academy of Finance, etc.

  • Certified Chief Accountant; CPA certificate is an advantage.

  • Minimum of 5 years of experience as Chief Accountant at Real Estate Groups.

  • Solid experience in preparing management reports and consolidated financial statements.

  • Strong experience in taxation.

  • Language: Good English communication, strong reading and writing in professional contexts.

  • Preference for candidates with prior experience in listed companies or auditing firms.

  • Strong knowledge of finance, accounting, and government regulations.

  • Deep understanding of real estate investment business operations.

  • Expertise in statistics, accounting, financial analysis, and risk assessment.

  • Ability to collect, synthesize, analyze information, and prepare reports.

  • Ability to build relationships with regulatory authorities.

  • Strong communication and presentation skills.

  • Strong team management and leadership.
